Rural Women Upliftment Association (RWUA) was established on 22 Kartik, 2050 B.S. at Sarlahi District of Province 2, Nepal. It is a non-governmental and non-profit social organization and is a well-established and prominent organization which works as a change agent in the area of women empowerment and community development in Sarlahi district. The long-term experiences in the area of community development and women Upliftment has made the organization easy to organize community for positive changes for their own since last 27 years. This is women headed organization and the majority of executive members are women. It works with a mission to improve the lives of people through economic, social, cultural and physical transformation. It has been implementing several projects in Sarlahi District in the partnership.

Key Responsibilities:

With close collaboration and consultation with Project coordinator, s/he will be responsible for providing technical assistance to education (Early Child Care and Development-ECCD& Basic Education-BE) with subordinate assistance on Health (MNH, SHN & ASRH) and Livelihood related activities (identifying/forming/reforming farmers’ groups, conducting technical training to the local groups & farmers, forming saving and credit groups and supporting those groups in mobilizing savings and credit for livelihood promotion) and also able to prepare reports (monthly, quarterly, semi-annual and annual report) and documents best practices. S/he is also responsible for monitoring, capacity building and reporting in the assigned sector.

Required Education & Experience:

  • Bachelor’s degree in Education, Sociology or any other discipline with a minimum of 2 years of work experience in the Education related project worked in NGO/INGO and Master’s degree in education will be advantage.
  • Having knowledge about “Sponsorship Program” Process and approaches. 
  • Able to organize and facilitate training/orientation of regarding educational related object in the field. 
  • Able to develop annual plan, execute, monitor and evaluate.
  • Having minimum 2-3 years’ experience in community mobilization.
  • Can speak and write English and Nepali and able to prepare report in both languages.
  • Aware and familiar with local language.
  • Computer knowledge (word, excel, power point,) and strong in email internet.
  • Willing to spend 70% time in field work and having willing to work with children.
  • Having valid driving license along with personal bike.
  • Able to coordinate with local level and district level government structures like School, Ward, WCRC, health facility, for effective technical support, coordination and program Implementation. 
  • Well respectful and committed to be a part of Child safeguarding and zero tolerances on fraud, bribery and corruption.
  • Can adjust in team and play the role of supportive.

Donor 2: SNV Nepal

Project Overview

From February 2020, Rural Women Uplift Association (RWUA) has been working as the local partner of SNV Nepal for implementation of the DFAT Australia’s Water for Women Fund supported – Beyond the Finish Line (BFL) – Inclusive and Sustainable Rural Water Supply Services project in four Rural Municipalities of Sarlahi. The project aims to support rural municipalities, wards in the areas of effective service delivery by strengthening WASH Governance and regulation, improving performance of rural water supply implementers and operators to provide gender and socially inclusive, resilient, and sustainable water supply service,help post-construction support (PCS) mechanisms for rural water supply, conduct social and behavior change communication (SBCC).

Currently, Rural Women Uplift Association (RWUA) is seeking experienced Nepali citizens with professional experience for the position of WASH Engineer to take the following role under the WfW- BFL -ARWSSproject:

  • The WASH Engineer will be responsible to provide required inputs on behalf of RWUA for preparation and implementation of inclusive Rural water supply (RWS) service improvement strategies of four rural municipalities in Sarlahi. S (he) will work closely with Rural Municipality technical professionals and SNV WASH Engineer to support the Rural municipality (RM -WASH CC), Ward WASH CCs.
  • S (he) will support in strengthening governance and technical function of RM, Ward and the service providers/operators for planning and implementation of inclusive, accessible and climate resilent water supply structures for all by providing design, drawing, estimates, training, mentoring and follow up for smooth functioning, improving the process for regular meeting and participatory decision -making. 
  • S (he) will coordinate with person with disability networks at district and rural municipalities, hold consultation with them about the challenges, constraints, needs of person with disabilities and; to provide support with accessible design for water, sanitation and hygiene so that DPOs and disability help desk can lobby with government for allocation of budget and provide inclusive and access WASH services.
  • S (he) will provide technical support on strengthening capacity of RM and Ward level technical staff for conducting the water quality testing and provide professional support to RMs for setting up water quality testing labs/mechanism as per rural water supply service improvement strategies of RMs.
  • Her/his professional efforts will contribute to achieve the impact and outcome indicators of WfW-Beyond the Finish Line project.

Job Responsibilities will include but are not limited to: 

  • On behalf of WfW-BFL project team the WASH Engineer will closely work with local government (Rural Municipality level technical units/team), DPO networks and provide technical support, information while developing and implemeting the Rural water supply strategy.
  • As per Rural water supply strategy, s (he) will provide technical support on setting up and capacity strengthening of technical staff of RMs on water quality testing and advice RMs for necessary response to improve the quality. 
  • S (he) will assist RMs and Wards for updating  and keep update data base of existing and new water supply services (handpumps, piped water supply) at households, school and health faciliteis.
  • S(he)  will provide support to Technical staffs  of RMs for design and monitoring of  inclusive and  accessible WASH infrastructure in their jurisdiction.
  • S(he) will undertake any other responsibilities that will contribute in achieving the project’s expected impact and outcomes results by supporting RMs for successful implementation of Water Supply Strategy. 
  • S (he) will support the project coordinator for prepation and submission of the progress reports, success stories of good practice from the field.
  • S(he) will provide support on any other engineering works required to achieve expected inclusive outcomes . For technical mater (technical survey tool, estimation, design, drawing, bill of quantity related subject), s(he) will coordinate with SNV Nepal District Coordinator and WASH Engineer (as required). 

Qualification Required:

  • Bachelor’s in civil engineering with minimum 2 year of experience in WASH sector especially in Terai region. 
  • Practical work experience and knowledge on parameters of Water quality.
  • Practical work experience and knowledge on design of accessible and inclusive WASH Infrastructures.
  • Knowledge and work experience in promoting gender equality disability and social inclusion in WASH service provision.
  • Understanding about the working environment (enabling and constraints) at existing Rural Municipalities.
  • Willingness to travel frequently to field.
  • Good communication skills (verbal, writing in Nepali, English, and local language).
  • Ability to work under pressure and within the tight timeframe.
