Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context: 

The project entitled “Effective case management by strengthening Isolation centres and Ground Crossing Points (GCPs) management for Rapid Response and Preparedness against COVID-19” intends to implement a twofold COVID-19 response to address the gaps and needs identified through the assessment. With a major focus on the migrants crossing the borders and priority to population facing additional vulnerabilities including women, children, elderly and persons with disabilities, the project aims to strengthen the capacities of six GCPs and isolation centres through supporting the Governments of Province 1, 2, Lumbini and Sudurpaschim. Coupled with the physical risk of COVID-19, it is identified that the migrants carry multiple psychological stress and vulnerabilities. As such, the project envisages to support the Government in their ongoing interventions at the targeted areas with the provision of health response support, strengthened WASH capacity and ensuring the protection (including psychosocial first aid) of the migrants to further capacitate the government response for combating COVID-19. Moreover, Displacement Tracking Matrix (DTM) will be implemented for flow monitoring including at informal GCPs, which would be instrumental in attaining readily available COVID-19 and other humanitarian needs information for better-targeted, multi-sectoral assistance to at-risk populations in need. 

Under the overall supervision of the National Project Officer and direct supervision of the National Migration Health Physician, and, in collaboration with relevant units at the country office, the successful candidate will be responsible and accountable for managing and supporting the health-related components for the “Effective case management by strengthening Isolation centres and Ground Crossing Points (GCPs) management for Rapid Response and Preparedness against COVID-19. In coordination with the program unit the selected candidate will be responsible to support directly and indirectly to the overall project intervention of the project. In particular, she/he will carry out the following duties and responsibilities:

Core Functions\ Responsibilities

  1. Provide Technical support to the health-related component of the project activities in planning, designing, and implementing.
  2. Support in the overall coordination and monitoring of the capacity building activities and maintain the reporting after each event.
  3. Maintain the inventory and the supply chain management of the logistics and health commodities and collect the relevant documentations.
  4. Support the Program Manager in teamwork and inter unit coordination and preparation of the interim and final donor report in accordance with IOM procedures and donor. 
  5. Monitor through field visits, all the health intervention and verify the implementation is aligned with the pre-agreed BOQs, designs and relevant activities, report regularly (monthly, quarterly and final reports including meeting minutes) the updates (in written) aligning with the health indicators of the project.
  6. Monitor the quality of the health interventions within the allocated time frame and budget.
  7. Coordinate with MoHP, EDCD and relevant stakeholders to ensure effective implementation of the project activities. 
  8. Serve as the point of contact with the local governments, local implementing agencies and other stakeholders for health interventions.
  9. Participate in all relevant health cluster meetings at palika, district and national level.
  10. Undertake duty travel to project locations as needed.
  11. Perform such other duties as may be assigned.

Required Qualification and Experience

Education

  • Bachelor’s degree in Public Health, Social Science, Development Studies or relevant discipline from an accredited academic institution with minimum three years of relevant professional experience; or
  • High school degree/ certificates with at least five years of relevant working experience.

Experience

  • At least three years of relevant professional experience in health program management.
  • Knowledge on COVID-19 program management, policy directives and programmatic responses at National level.
  • Prior experience working in Ground crossing point will be an added advantage. 
  • In-depth understanding of migrant issues, national and international plan/policies/standards.
  • Excellent verbal and written communication and reporting skills.
  • Team player and excellent skills to present the complex information in a professional and comprehensive way.

Languages

  • Fluency in English, Nepali is required. Working knowledge of any other local language will be an added advantage.
